Niagara Regional Police were called to a theft in progress near the Lake Erie waterfront in Port Colborne.
On Wednesday around noon, two men were reportedly seen riding bicycles across the ice to a break wall near the lighthouse, where they allegedly stole cable and wire.
Officers from the NRPS Marine Unit, dressed in ice survival suits, apprehended one of the suspects on the ice.
The second suspect tried to escape by wading into open water but was eventually caught when he came ashore around 2:10 p.m.
45-year-old Timothy Pye of Port Colborne, and 52-year-old Stephen Kelly of Welland, have been charged with theft over $5,000 and failure to comply with probation.
